@hikingdude the town has it's annual "fiesta" 20th-25th June. Part of that fiesta is the world's biggest water fight. For this they reduce the water pressure higher up the hill above the town. This year they have forgotten to turn it back up again. It has happened before, we should have checked the storage during last week but forgot.
